Currently, FIFA 23 isn't part of Game Pass. But EA has been working with Microsoft for a long time, so it is likely that FIFA 23 will come to Game Pass. FIFA 19, FIFA 20, FIFA 21, and FIFA 22 already included.

We will never see a FIFA on Game Pass soon after release. EA Sports wants to make some money and people (yes, you and me) buy the game every year anyway.

FIFA 22 was added to Game Pass in June. FIFA 21 in May. So if you have a little patience buy FIFA 23 Coins, you can play the last FIFA game of EA Sports via Game Pass. Since EA games are usually part of EA Play, FIFA 23 will probably only be available on Game Pass Ultimate.
